The piers and walls are covered and sealed to keep the moisture out from the through porous concrete brick.
After Encapsulation 3
The AC in the crawlspace is cooling the air in the home, but when there is moisture in the air, condensation collects on the cold ducts and drips. With moisture sealed off, this will no longer happen.
