When our team installs a CleanSpace Encapsulation, we always remove fallen insulation, as after falling down it has likely grown mold or become a home for pests. Putting this insulation back up would be a health hazard. Also, after having a CleanSpace Encapsulation installed, subfloor insulation is obsolete & unnecessary altogether. The new thermal barrier is the walls of the crawl space, insulated by the vapor barrier itself.
